Thoughts On The Proposed Rabta Info Portal

The Pakistan Telecommunication Authority (PTA) is looking for a consultancy firm to develop the National Information Portal for the Pakistan, which is to be called Rabta Info Portal. According to the PTA statement, this Rabta portal could serve as the central hub for the information for all the National information and/or Services.
The primary objective of the national web portal is to create a single source facilitation web site that allows a user to access any and all information regarding Pakistan that is available on the net or electronically.

A few questions that come to mind -  Isn't this something that MoITT should be undertaking? And do we need yet another portal?
